Performed engineering systems analysis of plant processes, developed computer models and ran real-time dynamic simulations to test plant PLC programs resulting in significant improvements to control algorithms. Developed custom computer applications to integrate data from manual operator entry, SCADA and laboratory historians and to automate the production of charts, graphs, and reports that aid supervisors in operating the plant. Managed upgrade of the process data reporting system featuring a webbased operator's log book and customizable "dashboard" pages. Administer application for over 350 users. Managed energy rebate contracts that produce over $4 million in annual revenue to PVSC, and over $21 million to date. Conducted energy audits. Developed measurement and verification protocols for energy savings. Authored persuasive technical reports defending the formulas used to calculate payments. Directed consultants, contractors, and PVSC staff in preparation of monthly invoices and in the maintenance of data collection equipment. Obtained energy rebates from the Smart Start program for the retrofit of high bay lighting in PVSC's sludge heat treatment plant and warehouse buildings. Participated in producing a feasibility study for the procurement and construction of a 20 megawatt Combined Heat and Power facility for PVSC. Managed the contracts for the installation of a RFID based vehicle identification system for Liquid Waste Acceptance trucks. Guided engineering consultants in the preparation of bid documents for construction of a truck security entrance gate and for automating truck entrancing and entering. Conducted factory tests and final checkout of automatic controls. Assisted in the integration of new database and guard interface station application with other PVSC systems, including the development of a new system to track customer transactions and billing.

Researched, selected and assisted consultant in the customization and roll out of a MS Access based accounting program used by the finance department to manage accounts receivable for the liquid waste acceptance program. Developed web-based application to display current plant SCADA data. Supervised CGA and RATA testing of continuous emissions monitoring systems.
