Provided project management, pre-planning, engineering design and coordination services for the relocation of ESCO Corp's data center from their corporate campus to a colocation data center in Portland, OR. The project included a continuity plan to establish potential risks, methods and procedures for the orderly shutdown and relocation of applications and server farms. Accomplishments: Relocated Linux and Windows server farms, multiple SAN, NAS, Tape Backup and core H3C and Cisco networking switches and routers. Coordination oversight included installations of carrier services from AT&T, Verizon, Qwest and Integra. Additional technical support was coordinated to IT and engineering teams from ESCO, Logicalis and Hewlett Packard (HP). Provided space planning and engineering on all related infrastructures such as IT power and cooling, and optical fiber communications cabling for their 40GbE backbones.
C4I Design, Localization and Integration Manager on the Kunwon-CH2M Hill Program Management Consortium (K-C PMC) for United States Forces Korea (USFK) Yongsan Relocation Program (YRP). The program involved the design and construction of Camp Humphreys to consolidate US 8th Army, NATO and Republic of Korea (ROK) forces in South Korea. The $12 billion program included 600 new military facilities with an $800M communications infrastructure budget. Communications Design Manager Accomplishments: Managed a team of telecommunications engineers to ensure communications (C4I) designs meet military and US Army Corp of Engineers (USACE) specifications. Identified and resolved extraordinary C4I infrastructure challenges in the design and construction phases. Afterwards, published results in "Tech Notes" used to educate and provided C4I technical support contractors, CMS, PM and QA staffs program wide. Made recommendations to US Military and US Army Corp of Engineers to update older C4I specifications to reflect current TIA standards and NEC code requirements. By my departure from South Korea in January 2016, 75% of all C4I communications infrastructure materials were being sourced from South Korean manufacturers with an estimated cost savings of $140M (2012-2015). The MLT cost savings was reported to the South Korean National Assembly monthly and similar to the Buy American Act in the United States. Communications Datacenter Integration Manager Accomplishments: Managed the integration of C4I related infrastructure systems at the Communications Center which includes the largest US Military datacenter facility in the Far East. The role incorporated aspects of Project Management, Project Engineer and C4I integration Consultant between the A/E firm, active systems teams and future military and government tenants. Identified and recommended solutions to provide DC power in the datacenter where a battery plant could not be implemented during the facility's protective button-up containment periods. Identified and recommended solutions to correct errors in the datacenter's AC power distribution plant to eliminate single points of failure, provide fault tolerance and improve resiliency in the event of failure from the PDUs (power distribution units) to the emergency back-up generators. My primary duty was to oversee and develop a process to streamline AT&T's F2 circuit conditioning process that identified qualified circuits that would allow them to run VDSL video grade service to the home over existing twisted pair copper. After finding a solution, I wrote a software interface in VBA that successfully automated the circuit qualifying process by comparing data between AT&T's FEI and LFACS databases during the QC tracking and P-Commit process. The rollout of this program saved AT&T approximately 60,000 engineering man hours.
Communications QC Manager on 200 new schools for Los Angeles Unified Schools District. Accomplishments: Successfully managed a team of QC engineers who reviewed and commented on communications infrastructure designs submitted by communications contractors. Provided onsite QC for new campus outside cable plant, inside cable plant, PABX, Security Intrusion (Motion Detection, and CCTV) Audio Surveillance, CATV, Public Address, Autonomous PA and Intercom Systems.
Project engineered the communications construction on the US Air Force Space Command and Los Angeles Air Force Base Redevelopment Project. Oversight included inside and OSP cable plant to support PBX, Red & Black Networks, Security and Mass Notification Systems. The project included retrofitting 30 existing buildings along with the construction of a new medical center, child care center, commissary and three new administration, acquisition and research buildings totaling 750,000 square feet with approximately 8500 workstations.
